On TVHM and UVHM - any campaign at any point. Campaign DLCs scale to player's level when you first visit them, but with restrictions in Normal and TVHM. WebAt lvl 50, the xp in tvhm slows to a crawl and loot is capped at 50. Any player who tries to overlevel in TVHM would have earned the magnitudes more XP in UVHM in the same time. You can disagree all you like, TVHM will remain a complete waste of time. The game starts at UVHM with scaling enemies, highest xp and the best loot.

You may be lucky and get a higher level one from a loot midget or chest, but Savage Lee will only drop low level ones. Don't fixate on the Harold.
